Настоящият проект (операция9, съгласно термините, въведени и използвани от одобрената от Европейската комисия ОПОС и от Регламент (EO) № 1083/200610 на ЕК) има за основна цел да подпомогне община Смолян (и респективно страната като цяло), при постигането на съответствие с изискванията на законодателството в областта на опазването на околната среда.
