Основната цел на проекта предвижда да се изработи цялостен работен проект за реконструкция и актуализация на водопроводната мрежа на град Кула и доизграждане на канализационната мрежа на града , включваща главни колектори и улични клонове и изработване на идеен проект за градска пречиствателна станция. С успешно реализиране на тази цел Община Кула ще разполага с качествен работен проект получил разрешение за строеж, който е необходимо условие за кандидатстване по приоритетна ос 1 - Подобряване
