Проектът е разработен за покриване на острата необходимост от изваждане от експлоатация на автобусите, които са на възраст над 20 години и не покриват изискванията за екологичен транспорт. Той касае необходимите инвестиции за намаляване на средната възраст на автобусния парк и компенсиране изоставането по подновяване на парка от съчленени автобуси с екологични автобуси, задвижвани от двигатели със сгъстен природен газ.
