Интегриране на проекти и програми за обновяването на градската среда, чрез които да се постигне подобряване на стандарта на живот, облика на града, икономическата му жизненост, екологичната устойчивост и социалната активност в съответствие със съвременните изисквания за развитие на европейските градове.
